LOL. it makes no sense at all. If you flick, it's because the thing your aiming at is already on your screen. You don't need the intermediary frames when moving from A to B, only when you care about how you move from A to B.

BMTB, Input delay and registering is a huge deal at lower Hz.

With 60hz you have, in theory, 1/60 of a second, that's less than 20 ms. So for any flick that stays around for longer than that 60hz should be fine. Then there is response time of the screen, but it is usually negligible at most 8ms for an old monitor. Input delay and registering from mouse to computer, has nothing to do with the screen.
